The purpose of this policy is to provide written guidelines pertaining to the circulation of library materials for the Wilmington Memorial Library (WML). This policy is based on the need to make materials available to all patrons on an equal basis and to ensure adequate access based on the size and/or nature of the collection. In order to provide for the return or replacement of library materials, this policy determines length of loan periods, renewals, late fees, etc. Individuals are responsible for all materials borrowed on their card, including any late fees or replacement cost for lost or damaged material. Exceptions to the following policy statements may be made when warranted at the discretion of the librarian.

Library Cards
Proper identification is required to apply for a library card. The following documents are acceptable:
• Massachusetts driver’s license
• Massachusetts car registration
• Wilmington property tax bill
• Utility bill

WML Card Unrestricted:
All Wilmington residents are eligible for a WML unrestricted library card. The following applies:
• Can be used at WML and at any library in the Merrimack Valley Library Consortium (MVLC).
• Can be used to request items on interlibrary loan.
• Can be used to access a variety of subscription databases and online services purchased by the Wilmington Memorial Library.
• Can be used to access the library’s public internet computers.
• Expires in three years. Information needs to be verified and updated as needed to renew.

WML Card Restricted Local Use Only:
The following are eligible for this library card:
• Anyone who works in Wilmington and resides in another Massachusetts town or who lives out of state. Proof of employment in Wilmington is required.
• A Wilmington Chamber of Commerce member who resides in another Massachusetts town. Proof of Chamber membership is required.
• Organizations, schools and businesses located in Wilmington. Application must be signed by an administrator, owner or head of the organization.
• Out of state residents will be charged $50 annually for a WML restricted local use only card.
The following applies to a WML Restricted Library Card:
• Can only be used to check out materials owned by WML.
• Cannot be used to request items on interlibrary loan.
• Can be used to access a variety of subscription databases and online services purchased by WML.
• Can be used to access the library’s public internet computers.
• Expires in one year. Information needs to be verified and updated as needed to renew.

Temporary Cards:
• Residents of other MVLC communities who do not have a library card may be issued a temporary MVLC card that expires in 30 days allowing them time to apply for a library card in the hometown library.
• Residents of towns outside of MVLC may be issued a WML restricted local use only card that expires in 30 days to allow them to check out materials from WML.

Teacher Cards:
Teachers, day care providers, and homeschoolers working with Wilmington residents in a planned educational environment may apply for a WML Teacher Library Card.

The following applies to a WML Teacher Card:

• Can be used to borrow materials for up to six weeks for classroom use, depending on discretion of the librarian. Only materials owned by the Wilmington Memorial Library are eligible for this extended loan period.
• Can be used to request items on interlibrary loan.
• Can be used to access a variety of subscription databases and online services purchased by WML.
• Expires on June 30 each year and must be renewed annually.

Library Cards from other libraries:
• Residents of towns within MVLC may use their library card at WML.
• Residents of towns from other Massachusetts libraries outside of MVLC may bring their library card and proof of residence in that town to have it registered for use at all MVLC libraries.

Library Cards for Children:

• Children under age 14 are required to have a parent or legal guardian present when applying for a library card. Signature of parent or legal guardian is required on the application.
• Children age 14 and over must present acceptable identification, such as a school I.D., or be accompanied by a parent or legal guardian with acceptable identification to obtain a library card.

Access to Minors:

The Board of Library Trustees endorses the Library Bill of Rights which states that “a person’s right to use a library should not be denied or abridged because of origin, age, background, or views.” Consequently, the responsibility for what children or young adults may choose for their own use from the library’s collection rests with their parents or legal guardians. WML does not restrict the borrowing privileges of anyone including children.

Library Card Privacy:

In accordance with Massachusetts General Laws (Chapter78, Section 7) library staff cannot discuss materials checked out on someone else’s card without permission of the cardholder. If a parent or legal guardian has possession of a child’s or spouse’s library card in their possession, this implies permission and information on the account may be given.

Card Replacement:

The charge for replacing a lost library card is $1.00. A replacement card will not be issued if the patron is delinquent.

Bill Notice:

A bill notice is sent when library material is 35 days overdue.

Patron Delinquency:

Borrowing privileges are suspended from the Wilmington Memorial Library and from any MVLC library when:
• an item(s) is 14 days overdue.
• 15 items are overdue.
• $20 or more is owed (fines and lost item charges).

Reserving Library Material

Requests/Holds:

Library material may be reserved online or by visiting or calling the library. When the library material is available, notification is generally by email or text message. Calls will be made if no email is provided. Reserved library material is held for seven days. Material not picked by the hold date is removed from the holds shelf and returned to the owning library. Patrons who neglect to pick up large quantities of requested materials may have their active requests suspended and/or lose their request privileges.
In order to manage all interlibrary loan requests in a timely manner, the number of requests made by a patron may be limited by WML and/or by the regional delivery system.

Museum Passes:

Museum Passes are funded by various Wilmington organizations. Consequently, only Wilmington residents may reserve these passes in advance. During school vacation week, only one pass per family may be reserved in advance. Although a non-resident may not reserve a museum pass in advance, he/she may borrow the pass if it is available that day.
